Standard contractor terms, project scopes, and operating agreements for Norton Management Services.
1. Agreement to Terms
By accessing this website, requesting quotes, or executing a written contract with Norton Management Services LLC (“Norton Management Services”), you agree to be bound by these Terms of Service. All field work is governed by individual signed proposals, which incorporate these general contractor standards.
2. Written Estimates & Change Orders
All estimates provided through this website or during on-site property evaluations are valid for 30 calendar days from the date of issue due to seasonal aggregate material and fuel fluctuations in the Matanuska-Susitna Borough.
Any modification, addition, or deletion to the agreed scope of work (such as encountering unmapped subsurface bedrock, buried permafrost lenses, or high water tables) will be documented through a written Change Order signed by both parties prior to proceeding.
3. Underground Utilities & Alaska 811 Digline
In accordance with Alaska state law (AS 42.30), Norton Management Services will contact Alaska 811 (Digline) at least two full business days before breaking ground on any excavation, trenching, or pad construction. Property owners are responsible for marking all private, unrecorded underground lines (including private propane feeds, septic lines, electrical conduit to outbuildings, and private well water pipes) prior to the arrival of heavy machinery.
4. Alaskan Sub-Arctic Weather & Seasonal Conditions
All outdoor earthwork, gravel compaction, hydroseeding, and paving in Wasilla and Palmer are subject to severe sub-arctic weather conditions. Norton Management Services reserves the right to postpone operations during severe freeze-up, active ground liquefaction during spring breakup, or high-wind warnings (70+ mph Matanuska Valley wind events) to protect personnel safety and prevent property damage.
5. Snow Plowing & Winter Management Terms
- Trigger Depths: Standard commercial snow plowing routes initiate once 2 inches of continuous snow accumulation has fallen, unless otherwise specified in your individual contract.
- Property Staking: Commercial and residential clients must clearly mark curb lines, fire hydrants, electrical pedestals, and landscape beds with visible fiberglass snow stakes prior to November 1.
- De-Icing & Chemical Traction: Sand and ice-melt treatments are applied based on temperature. Norton Management Services is not responsible for slip-and-fall events during active, ongoing freezing rain or blizzard events until storm conditions abate.
6. Licensing, Bonding & Insurance
Norton Management Services maintains an active General Contractor license issued by the State of Alaska Department of Commerce, Community, and Economic Development (DCCED). We carry a $25,000 contractor surety bond and maintain $2,000,000 in commercial general liability insurance and statutory workers’ compensation coverage. Certificates of insurance naming property owners as additional insured are available upon request.
